SAN FRANCISCO - February 2, 2011 - ECOtality, Inc. (NASDAQ:ECTY), a leader in clean electric transportation and storage, announced today that it has expanded The EV Project to the San Francisco Bay Area. ECOtality was awarded a $2.87 million contract from the Bay Area Air Quality Management District (Air District) to become the Project Manager of the organization's Electric Vehicle Supply Equipment (EVSE) Deployment Program. Through this program, ECOtality will oversee the installation of 2,750 home charging stations and 30 DC fast charging stations throughout the Bay Area.

"Historically, the Bay Area has been the epicenter for driving technology innovation and adoption, but in the past few years, it has also served as the home of change in the transportation sector. It spearheaded the landmark CAFE standards, supported a wide range of EV technologies and now with this grant is creating the pathway necessary for electric vehicles to become the dominant form of transportation in the Bay Area," said Jonathan Read, CEO of ECOtality. "One of our major goals has always been to 'electrify' the West Coast, from Canada to Mexico. We have already completed EV infrastructure blueprints for Washington, Oregon, and Southern California, and are proud to serve as the project lead for the Air Quality Board. With the addition of the Bay Area to The EV Project, we have completed the West Coast transportation corridor."

ECOtality was awarded $50,000 as Project Manager for the Air District's EVSE Deployment Program based on their experience in coordinating The EV Project, the largest rollout of EV infrastructure in history. The Bay Area regions involved in the newly introduced program are the Air District's jurisdiction, including Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma Counties.

Through a $2.2 million award from the Air District, ECOtality will provide an EVSE Home Charger Rebate Program to install 1,500 Blink Home Chargers at Bay Area residences, out of the total 2,750 home chargers that will be installed throughout the program. The Blink Home Charger is a smart charging station that allows for increased cost-savings through improved power management, an intuitive set of features, including a 7-inch color touchscreen control panel, and a stylish, easily configurable design.

ECOtality will also implement a DC Fast Charger Program, from a $614,800 Air District award, that will allow the Company to install 20 Blink DC Fast Chargers, out of the 30 total chargers installed throughout the program. The Blink DC Fast Charger is capable of providing a full charge in under 30 minutes. Each Blink DC Fast Charger is equipped with a daylight readable 42-inch color LCD display, and dual 10-inch touchscreen control panels. ECOtality's Blink charging stations will help support the launch of EVs within the region, including the Nissan LEAF™.

The funding outlay is part of an ongoing effort by the Air District to support at-home electric vehicle charging in the region and to establish a network of accessible charging sites where electric vehicle owners can conveniently recharge while conducting their normal business, running errands or traveling. Funding for the electric vehicle infrastructure program was provided through the Air District's Transportation Fund for Clean Air Regional Fund which allocates money collected as a surcharge on vehicle registration fees. The program will also leverage cost-share funding provided to the contractors by federal and state grants and private funds.

"The electric vehicle's time has come and its effectiveness as a means of improving air quality depends on a robust charging infrastructure," said Jack Broadbent, executive officer of the Air District. In addition to the above contracts, ECOtality is project manager of The EV Project and will oversee the installation of 15,000 commercial and residential charging stations in 17 cities and major metropolitan areas in six states and the District of Columbia, which will now include the San Francisco Bay Area. The project will provide an EV infrastructure to support the deployment of 8,300 EVs. The project is funded by the U.S. Department of Energy through a federal stimulus grant of $114.8 million, made possible by the American Recovery and Reinvestment Act (ARRA). The grants are matched by private investment, bringing the total value of the project to approximately $230 million.

The Blink Network charger interface will now be accessible through the Cisco Home Energy Controller (HEC), where Blink EV Home Charging Station owners can access information about their EVs and optimize their charging and energy usage. Cisco's HEMS technology will be deployed as part of The EV Project, the largest rollout of EV infrastructure to date, of which ECOtality is the project manager.

The Cisco Home Energy Controller (HEC) helps residential customers monitor and control their energy use. In the home. An optional set of Cisco compatible, tested peripherals can be wirelessly connected to the HEC in order to provide monitoring and control of energy loads such as HVAC systems, pool pumps, water heaters, appliances, and other devices. The Cisco HEC can be easily controlled from an intuitive touch-screen display. From this controller, Blink Home Charging Station owners will now be able to control and monitor their EV charging.

Enrique Santacana is the Region Manager of North America. Andrew Tang is the Managing Director of ABB Technology Ventures. The two newly appointed board members join as part of an investment and manufacturing agreement, announced on January 11th, 2011.

In his more than three decades with ABB, Enrique Santacana has held a variety of executive management positions, and is currently the Region Manager of North America. He is a licensed professional engineer in North Carolina, a member of the Institute of Electrical and Electronic Engineers and the National Society of Professional Engineers and brings extensive knowledge of the electrical industry. Mr. Santacana sits on the Board of Governors of the National Electrical Manufacturers Association (NEMA), where he is a member of the Executive Committee, and is also a member of the NEMA Business Roundtable and acts as its Vice Chair of their Sustainable Growth Initiative. He has also served on the U.S. Department of Energy's Electricity Advisory Committee (EAC) where he helped the Department of Energy meet requirements of the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007.

Andrew Tang is the Managing Director of ABB Technology Ventures, and brings more than 10 years of venture capital and investment banking experience to ABB. Prior to his role at ABB, Mr. Tang was a Managing Director at DFJ DragonFund, a partnership with Draper Fischer Jurveston focused on investing in high-growth, China-based technology companies. In addition, the Blink Home Charger has been found to be compliant with the Federal Communications Commission (FCC) Federal Code of Regulation (CFR) Part 15C, pertaining to radio and frequency emitting devices.

and North American Manufacturing Agreement

(NASDAQ:ECTY), a leader in clean electric transportation and storage technologies, announced today that the Company has secured a $10 million equity investment from ABB. In conjunction with the investment, ECOtality and ABB have entered into a North American manufacturing agreement that establishes a collaborative and strategic supplier relationship between the ABB Group and ECOtality.

"We are pleased to announce that we will be working with ABB, Inc. to further expand the possibilities of electric transportation and make mass-consumer adoption a reality," stated Jonathan Read, CEO of ECOtality. "Combining ECOtality's twenty-plus years of experience in electric transportation with ABB's expansive reach in power electronics and their strong relationship with international utilities will ensure we produce innovative and industry challenging EV charging solutions. This agreement will allow us to benefit from the extraordinary ABB global value chains, streamlines our sourcing and production capabilities and allows for Blink charging systems to be powered by ABB's industry leading power electronics."

Net proceeds of the $10 million equity investment from ABB will be utilized by ECOtality as working capital to support the continuing requirements of the EV Project and will provide the Company with necessary funding to meet its anticipated expansion as a leader in electric vehicle (EV) charging infrastructure. As part of the transaction, ABB will have two representatives appointed to ECOtality's Board of Directors. In addition, ECOtality and ABB have formed a manufacturing agreement establishing ABB as the preferred supplier of ECOtality's power electronics and component parts in North America. ABB and ECOtality will work together to develop innovative charging technologies for electric vehicles (EV) that incorporate the advanced functionalities of ECOtality's BlinkT EV charging stations, currently available through the Blink Network.
